I recently sent a letter to Jacob Rees-Mogg about Parliamentary history, this is the reply I received.

In terms of political philosophy he thinks that Edmund Burke is a good starting point as well as Adam Smith and John Locke.  He has also sought inspiration from the writings of his father, the late Lord William Rees-Mogg and has enjoyed biographies about politicians such as Stanley Baldwin, Margaret Thatcher and Pitt the Younger.
